Yes, it's a zip file, just like openraster and opendocument files. 

However, if I rename a .kra file to .zip, akr can open it just fine. 

Note that in the current master branch of Krita, there's an option to enable
zip64 support; ark won't be able to open that because it depends on karchive,
which doesn't support that.
