I also am bitten by this bug on two local machines and have altered 
plasma-org.kde.plasma.desktop-appletsrc
removed any launcher line and changed sortingStrategy=1

and both system immediately became accessable.

ps: RESOLVED FIXED maybe but not yet published to openSUSE Tumbleweed as of
20160412!
