An strace reveals that Cargo.toml cannot be found.
openat(AT_FDCWD, "Cargo.toml", O_RDONLY|O_CLOEXEC) = -1 ENOENT (No such file or
directory)
write(2, "No such file or directory", 25No such file or directory) = 25
