Digital Clock Settings - Time Zones

After the recent 5.14.4 upgrade the Digital Clock plasmoid stopped working as
expected.

The plasmoid shows local time correctly (set to UTC), but additional time-zones
aren't.
My locale is set to en_US.UTF-8.

Here's the output of $ timedatectl:

Local time: Wed 2018-12-12 19:10:34 UTC
Universal time: Wed 2018-12-12 19:10:34 UTC
                 RTC time: Wed 2018-12-12 19:10:34
                Time zone: Etc/UTC (UTC, +0000)
System clock synchronized: yes
              NTP service: active
          RTC in local TZ: no

The current time shown in various custom time-zones in the plasmoid are in the
year 2086! Attached is a screenshot that includes different zones.

KDE Plasma Version: 5.14.4-2
