SUMMARY
When you right click on a panel and go to "Panel Options" there is an option to
add a new panel, but no option to remove it.
Instead, to remove a panel you have to click on the hamburger menu on the
panel, then go to "More Settings..." and there is a "Remove Panel" option.
The option to remove and add a panel should be in the same menu, so it's more
consistent and not confusing.
STEPS TO REPRODUCE
1. Right click on a panel
2. Go to "Panel Options"
OBSERVED RESULT
There is only a "Add Panel" option, but not a "Remove Panel" option
EXPECTED RESULT
There should be a "Remove Panel" option
