NetworkManager log

SUMMARY
I did not know where to report this bug. Might be because of NetworkManager,
KDE, or Ubuntu (I am no systems expert).

STEPS TO REPRODUCE
1. Turn off WiFi
2. Turn on WiFi

OBSERVED RESULT
WiFi panel stuck in "waiting for authorization." Eventually it disconnects. I
have repeated this test several times with several WiFi networks.

Whenever this happens I can resolve the issue by typing `sudo nmcli c up
<network name> --ask`, which asks me for the network password and then connects
successfully. It asks me the password every time I run this command.

EXPECTED RESULT
WiFi connects successfully.

Qt Version: 5.11.1

ADDITIONAL INFORMATION
I am on Neon User Edition 18.04. I have the latest packages. I installed it a
few days ago and have not modified the system in any way. Other distributions,
including stock Ubuntu 18.04, do not have this problem.

Attached is the full NetworkManager log extracted via `journalctl -u
NetworkManager`.
