STEPS TO REPRODUCE
1. Use Russian VPN
2. Choose 'Plasma extensions'
3. Choose any option (say Wallpapers or Widgets)

ADDITIONAL INFORMATION
It is a Roskomnadzor-related problem. This agency in Russia is supposed to ban
illegal websites (weapon shops, child pornography etc). Unfortunately they are
monkeys unable to do the job. Therefore, some random IPs are blocked including
some IPs used by "store.kde.org". Frankly, I have no I idea how you could solve
the problem. But, maybe, you will be able to do something about it. Sorry for
the stupid report
