Yes, I can confirm this issue. In KBibTeX's code, basically all use scenarios
of 'localfile' must be rewritten to treat 'file' equally when parsing/reading
data and switching between 'localfile' and 'file' when writing BibTeX or
BibLaTeX data, respectively.
