This report is for system admins from kde.org, not for digiKam team which
delegate the job to publish files in download area.
The KDE system admins can be contacted to phabricator.kde.org. There is no more
bugzilla entries for system admin, since phabricator is used in parallel.
The right url to register a new request to system admin is this one:

Of course you need an account in phabricator.kde.org
