Issue: The user can't tell now which window decorations are system-installed.
In addition, the user has to go to the Get New Stuff Dialog to delete the
themes.
The kcms for Desktop Themes and Icons do this right: they show a delete icon
for themes and grey out the icons of the system installed ones. The user
doesn't have to go to Get New Stuff to delete their themes.
The kcm for Window Decorations should behave the same, if possible.
