Here it comes the result. There is a software for screen recording .. With
version Krita 4.0.0 it gave an error about D3DGear64.dll.. I had same problem
with one software so this dll preventing other softwares run.Some conflict i
guess.. here is the error log.

I found a way to prevent this errors. ..I rename "D3DGear64.dll" to
"D3DGear64.dll_" when i use that programs then everything gets ok.. Now I did
same . And Krita works. Seems like it is not a problem of Krita but its a
problem of D3DGear..
