Don't know if thats the same on my system but sometimes my shutdown delays
between 30 and 90 seconds - and the system is running on SSD ! Startup is much
much quicker... abou 15 to 20sec..
At the beginning - even with hd - the system powers down in 2 seconds.. but
since some updates it's getting worse and worse.
I use the latest Manjaro rolling release ( capella ) not Ubuntu ;-)
