Quite a bit has changed since this bug was filed, but it still might be valid.
You can now open KPP files in Krita and edit the brush tip images that way.
The brush editor itself has more options for saving preset tips including the
area for loading images and loading templates to use.
I am not sure if that is good enough for you, or if there is something else
that you are thinking.
