I'm not sure. The system should go into suspend as quickly as possible, and
what use would be a notification when you close the lid? The screen isn't
visible then, and in case of suspend, the notification would still be there
post-resume, and then we definitely don't want to show it.
I for one don't want my system to play sound on normal events, especially
laptops are often used in environments with people around me and I don't want
to make noise.
Why exactly would you want to play a sound here?
