This is an unrelated problem (though also specific to the webenginepart), and
has been fixed meanwhile in KDE Applications 17.08:

I can confirm that "File->Save as..." has no effect with webenginepart, but
works fine with KHTML and kwebkitpart as mentioned.
I suppose we should change the component appropriately...
PS: "Save Image As..." in an image's context menu opens the image in a new tab
here (same as "View Image", so probably a different problem. (this also works
fine with KHTML and kwebkitpart)
