There are several ways to solve this:

(a) show titlebar when mouse cursor is near the top of the screen

    Pros:
      - good UX/UI
    Cons:
      - requires a lot changes to KWin
      - it may not match the "Plasma look"

(b) use shortcuts("Make Window Fullscreen" under "System
Settings/Shortcuts/Global Shortcuts/KWin")

    Pros:
      - small amount of changes
    Cons:
      - bad UX/UI


Also, there is no way to determine whether a window is fullscreenable, right?
(except by using
some heuristics)
