The favorites system in the layer modes is intended to limit the selection of
layers, is it not working for you? Or is the existence of the menu entries what
upsets you?
We have also seen over the years that there is always a user for a given
blending mode, so unless we implement telemetry it is very hard for us to
figure out which ones 'are not useful for painting'.
