This cannot be implemented for all mail client.
The new Send by mail tool from digiKam core is dedicated to run outside Linux,
and not only with Kmail, but Apple Mail.app under MacOS and Outlook under
Windows.
It's typically difficult to found the obscur options to attach files to a new
message from command line, so to embed file in an HTML message body, this will
increase the puzzle for all mail applications supported.
I close this file as WONTFIX.
