There is still a pending question: did you set the "ru_BY.UTF-8" locale through
systemsettings ("Regional Settings" -> "Formats")?
Do you see a ru_BY locale in Debian, from dpkg-reconfigure locales? If not, you
should change the settings in systemsettings to match an existing locale.
