W10 changed the start menu to such a list including headers for letters like A, Afoo,Abar,Aqux, B... It makes no sense with a tree, IMHO, and running behind MS feels bad to me. Also the use case is not perfectly clear as the overview rather lacks on structure. I assume it was done at W10 to get away from the "complex" tree control.
