Some debug shows that the dbus reply received in
SystemTray::serviceNameFetchFinished() does not contain
"org.pulseaudio.Server", so we never call newTask("org.kde.plasma.volume") and
the applet does not show up in the system tray.
Everything works fine in X11.
Workaround: manually add the applet elsewhere.
