Same issue here. As mentioned in the forum post by the OP this is affected by
the panel location. I have a dual monitor setup: The primary monitor at the top
with bottom panel, the secondary monitor at the bottom.
When I try to drag a Qt application from the primary monitor to the secondary
monitor, it gets stuck when my mouse reaches the panel. I can't move it
further. I can move the window to the secondary by holding Alt+Dragging. But
once the window is on the second monitor I cannot move it at all by dragging
the title bar, only Alt+Dragging works.
Interestingly the above works absolutely fine with Gtk based apps. Also if I
move the panel to the top (so it no longer sits between the two monitors) this
again starts working for Qt apps.
I will attach a screencast demonstrating the issue.
