Deleting /var/tmp/kdecache-$USER/icon-cache.kcache from startkde fixes this issue but only after re-login. Deleting icon-cache.kcache from the running KDE 4 session doesn't help. I didn't try to investigate why it happens yet. The issue applies only to KDE 4 session. In Plasma 5 session changing icons works perfectly for both KDE4 and KF5 applications.
