This problem is in the MaxDome II dome driver (dome slaving is handled by the INDI dome driver itself), not in KStars or Ekos. INDI drivers are developed and tracked in a separate project, so we are closing this bug here. Please report it to the INDI developers at https://github.com/indilib/indi/issues.
