I've investigated further and the cause is on my side, so this report can probably be closed as invalid (third-party theme issue). I was using the Win10Sur icon theme from the KDE Store. Its index.theme has: Inherits=Numix-Circle,Adwaita,hicolor It does not inherit from Breeze, so any icon the theme does not provide (system tray icons such as clipboard and brightness, Dolphin toolbar icons) had no fallback and showed as a "?" placeholder. Numix-Circle is also not installed on my Fedora system. After adding Breeze to the Inherits chain / using Breeze, the clipboard, brightness and Dolphin icons display correctly. One tray icon (the "show hidden icons" arrow) is still missing, which I believe is also a gap in the theme itself. Also, installing the theme with its install.sh gave worse results than copying its src folder into ~/.local/share/icons manually. So this looks like an incomplete third-party theme rather than a Plasma bug. If you still want the "About this System" info or a test with a new user account, I'm happy to provide them.
