DESCRIPTION
Setting "Hold down middle button and move mouse to scroll" off works while the
computer is running, but after restart, it is on again.
File .config/kcminputrc contains the correct setting even after restart, but it
is not loaded.
STEPS TO REPRODUCE
1. Open System Settings -> Mouse & Touchpad -> Mouse
2. Uncheck checkbox "Hold down middle button and move mouse to scroll"
3. Apply
4. Restart
5. Open System Settings -> Mouse & Touchpad -> Mouse
OBSERVED RESULT
Checkbox "Hold down middle button and move mouse to scroll" is checked.
EXPECTED RESULT
Checkbox "Hold down middle button and move mouse to scroll" is unchecked.
