When switching back and forth quickly, the Global Menu requested the window's menu again and the late reply made it visible on the empty desktop. Since https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/5403 the widget drops the previous window's menu as soon as focus moves to something without a menu, so such a reply is ignored.
