Bug ID: 527762
Summary: Alt + shift switches keyboard layout without it being
selected

Target Milestone: ---
DESCRIPTION
When having multiple keyboards layouts, pressing Alt + Shift, cycles through
them, even though this shortcut is not selected. Below next to "Change
Keyboard Layout" it says None, so I would expect no shotcut to change the
layout. It is also not mentioned in the dedicated Shortcuts menu under
"Keyboard Layout Switcher".
There is one way to disable this shortcut, which makes me believe all of this
is a bug. When pressing Key Bindings at the top right, and simply checking
"Configure keyboard options" to true, this already removes the behaviour of Alt
+ Shift. This is odd because no change in the advanced settings has been made.
STEPS TO REPRODUCE
1. Open Settings -> Keyboard.
2. Have multiple Keyboard Layouts selected.
3. Go to Key Bindings and have "Configure Keyboard Options" unchecked. If it
was checked, press apply after.
4. Now, pressing Alt + Shift, cycles through keyboard layouts. I believe this
behaviour is unintended.
OBSERVED RESULT
Alt + Shift changes the keyboard layout.
EXPECTED RESULT
Without keyboard shortcut selected, Alt + Shift should not change the layout..
If Alt + Shift could be the default, it should be communicated to the user.
