STEPS TO REPRODUCE
1. Have a notebook (with its built-in screen open) connected to a external
screen via HDMI.
2. Unplug the HDMI.
3. Plug the HDMI.
OBSERVED RESULT
The built-in screen is blinking even though it's the external screen being
plugged/unplugged.
EXPECTED RESULT
The built-in screen shouldn't blink when an external screen's HDMI is
plugged/unplugged.
