SystemdSysupdateBackend: Handle partial updates When a download has been interrupted and the image is only partial, it still considers the current version the new one, so it doesn't offer to try again. Check for "partial" state and offer the update again. Further, when installing the update again, the error EUCLEAN occurs which means we need to vacuum the image before trying again.
