DESCRIPTION
Recently the social chat app "Discord" has started complying to the KDE/wayland
global shortcuts.
This has made me realize my usage of keyboard shortcuts is not currently
supported in KDE/wayland.

I have the use case of binding a key on Discord to "Push-To-Mute" while binding
the same key as "push-to-talk" in games that I play.
This allows me to not "double-talk" when communicating in online games, while
also playing said games with friends that I am in a voice call with.
It also allows me to not share in-game talk with people I am in call with in
cases where I am not playing the same games as they are at the moment.

KDE/Wayland global shortcuts do not currently support this kind of keybinding.
Any globally bound shortcut key in KDE/Wayland, when pressed, will not output
the key pressed, but will instead send a command to the program of which it has
a global shortcut for, then drop the original key output.

I am not suggesting removing the way global shortcuts work today, as I do see
how its current logic will work for most cases. What I would suggest is
allowing a user to toggle the behavior on a per-shortcut basis.
This would enable users to implement key-bind structures like the one described
above, while also having different key-binds in the same program where the
output is not sent to the focused window.

STEPS TO REPRODUCE
1. Bind a key/key combo to a function using global shortcuts
2. Bind the same key as a local key-bind in a separate program of choice
3. Focus the program with the local key-bind
4. Press your key-bind/global shortcut key

OBSERVED RESULT
The key/key combo is detected by KDE/Wayland, intercepted and dropped, and a
command is sent to the program where this key is bound as a global shortcut.
The focused program will never get the key kind, and thus will never trigger
its local key-bind.

EXPECTED RESULT
The key/key combo is detected by KDE/Wayland, and a command is sent to the
program where this key is bound as a global shortcut.
The key/key combo is not dropped, and is still also triggering the local
key-bind of the focused program.

SOFTWARE/OS VERSIONS
Operating System: EndeavourOS
KDE Plasma Version: 6.8.0
KDE Frameworks Version: 6.31.0
Qt Version: 6.12.0

ADDITIONAL INFORMATION
Currently it is not technically possible to bind singular, common keys
(letters, numbers, etc) as a singular keybind, but Discord will allow this,
passes it through to KDE global shortcuts, and KDE will accept this.
If having singular common keys bound to a global shortcut is against the design
spec, then I would argue against it because of my use case, but it would likely
have to be its own report.

A KDE forum post exists with others experiencing similar keybind troubles,
showing interest in this being a feature. I will link it here:
