I have exactly the same problem and it just drives me crazy.
Reproducible 100%
I found a way to restore screen though. For that I have to keep screen settings
open (since after resume it may be more complicated to open them). Then I twice
change positions of monitors and their sync mode.
But even after this procedure sometime I lose my wallpaper.
And wallpaper on my extra hdmi monitor is never shown after resume (just black
screen with some previously opened windows on top).
hw configuration is also similar: laptop Clevo P170EM with Intel and Ati cards,
but I use just Intel.
