applets/activitybar: fix tab focus and arrow nav

Activity Bar forces activeFocus after a button's checked is changed, if
the tab bar has activeFocus. This was done to improve arrow key
navigation, but now is actively harmful for that - due to the complexity
involved here, we can actually get cases where focus and the active
indication can go out of sync, and in particular arrow key presses don't
actually always move focus (while something happens on screen, screen
readers and keyboard-activating the tab button still operate on the old
button). It also introduces a visual regression for mouse interaction,
as the manual forceActiveFocus interferes with our detection for
keyboard interaction (as it tests for the tab bar's activeFocus, not
visualFocus, and thus applies during mouse use). We may even end up with
having the wrong tab highlighted at the end, as the current activity is
not always marked (and when we have two tabs marked, they may move at
different animation speeds, which looks very weird).

The real problem here is that the tab bar's (internal ListView's)
keyboard handling is bad for what we're trying to do here, and
completely unnecessary in a panel (which already translates arrow key
presses into Tab presses that work much better here). So we just turn
that off if we're not on the desktop (which is still a little awkward,
but not as bad, as it does not have arrow key navigation between
applets). That then allows us to remove the manual focus passing that
causes the weird issues and unnecessary focus underlines.
FIXED-IN: 6.8.2
