That folder is not a preview cache: it holds temporary local copies of remote files that a thumbnailer cannot read remotely, and each copy is meant to be deleted once its preview is made. Two cases leave copies behind: a preview that is cancelled during the download (for example when scrolling) leaves a ".part" file, and a Dolphin that crashes leaves its whole folder. This is a bug in KIO, so I am moving the report there.
