The same is also true for e.g. Downloads - the full-size icon would be very hard to distinguish at the size used in the sidebar, so only uses the download arrow there, rather than the arrow as an overlay on the folder as in the 32+ pixel versions. This is intentional, see also the attached screenshot of iconexplorer.
