Summary: Add an option to group Task Manager buttons at all
times, but only combine buttons when full

  Target Milestone: 1.0

The "Icons-and-Text Task Manager" has a grouping feature that can either group
buttons by application, or combine them so each application only has a single
button. I think it would be useful to have an option that combines these
functions, keeping windows grouped at all times but only combining them when
the Task Manager is full.

The existing options are useful in different ways, but each comes with a
tradeoff. Combined buttons are useful for reducing clutter and fitting more
applications in the Task Manager, but can make quickly jumping to a particular
window more tedious. Separate buttons are useful for quickly identifying and
differentiating between windows, but are less space efficient when the Task
Manager becomes full. By providing a hybrid option, the user gets the biggest
benefits of each approach without most of the drawbacks.

Providing such an option could also help ease the transition of some users
coming from another system, such as Windows, where taskbar buttons for a given
application are always grouped together. Speaking personally, I still find
myself instinctively clicking in the space next to the current window expecting
to switch to another window in the same application, only to instead find
myself in a completely different application.
