KConfigIni: Stop parseConfig loop when readLineInto fails

When QIODevice::readLineInto() returns false, parseConfig() only logged a
warning and kept going. Qt empties the buffer on failure, so the empty-line
check right after just did `continue`, with nothing moving forward and
errorCount untouched. If atEnd() stays false, for example because Qt's
cached position and the fd offset are out of sync, the loop never ends and
the process spins at 100% CPU.

Leave the loop when the read fails. If the device is a QFileDevice that
reports an error, return ParseOpenError instead, so writeConfig() can't
overwrite the file with a partial parse.
