DESCRIPTION
With a panel at the top of the screen, the activity switcher will go off the
bottom.
STEPS TO REPRODUCE
1. Add a panel at the top of the screen set to always visible, and panel height

2. Meta+Q to open the activities panel, Meta+A does not make it happen
noticably, though, as the button is not there
OBSERVED RESULT
The 'Create activity' button will go off the screen
EXPECTED RESULT
The height of the activities panel should change depending on panels taking
space
