DESCRIPTION

The Application Menu button can show when empty, if the application claims to
have one but does not actually do so. This happens in particular with System
Settings and Info Center, but could happen with other misbehaving third-party
apps as well.

(I'm not 100% sure why it happens here, but System Settings is using a
KMainWindow, which as a QMainWindow always has a menuBar, and I suspect Qt is
exporting that over dbus? I didn't see anything else that could cause this, but
maybe I missed something. If that's the reason, Qt probably shouldn't do that,
but KWin should probably also guard against this as non-Qt apps may also do
this and it's not great UX to show a button when it does absolutely nothing.)

I fixed something similar in the global menu widget a while back:
https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/6345 but I
couldn't quite figure out how this works in kwin, so maybe it's better if
someone more familiair with this takes a look.
