I can reproduce this on Plasma built from git-master. This behavior is inconsistent with pinning an application on the task manager, where "Pin to Task Manager" opens up a context menu, allowing the user to select one or more Activities. That said, this isn't a bug so much as not-yet-implemented behavior for the Application Menu. Changing this to wishlist, since it's a feature request rather than a bug.
