All system fonts disabled

Kcontrol/fonts allows the user to disable fonts with the intent that users do
not see those fonts in their applications but still have them installed. (see
"Enabling and Disabling"
https://docs.kde.org/trunk_kf6/en/plasma-workspace/kcontrol/fontinst/index.html)

This however does not work as most font selection screens still have the
disabled fonts available even when explicitly denied

Steps to reproduce:
1) Disable any font
2) open any writer/text-processing program
3) look thru the available fonts
