I have been noticing lately that my shutdowns take always exactly 40s randomly
when shutting down.
I investigated some of the causes in journalctl and all point to the exact same
service: plasma-plasmashell.service.
The relevant part of the logs is usually like this:
archlinux systemd[1]: plasmalogin.service: Consumed 186ms CPU time over 5min
9.144s wall clock time, 69.9M memory peak.
archlinux systemd[961]: plasma-plasmashell.service: State 'stop-sigterm' timed
out. Killing.
archlinux systemd[961]: plasma-plasmashell.service: Killing process 1160
(plasmashell) with signal SIGKILL.
archlinux systemd[961]: plasma-plasmashell.service: Main process exited,
code=killed, status=9/KILL
archlinux systemd[961]: plasma-plasmashell.service: Failed with result
'timeout'.
archlinux systemd[961]: Stopped KDE Plasma Workspace.
The solution would be to fix what causes the timeout, sure, but in the mean
time, the timeout timer can be reduced. There should be no need for it to be
this long.

In that file, "TimeoutSec" can be reduced to 10 or 5 seconds and I think that
would be OK and acceptable. Which would fix the issue of "User Manager ID 1000"
hanging (because of Plasma Shell) on shutdown/restart.
