With "Open folders during drag operations" = on: 1. Same as above. 2. Now the drag target expands. To summarize: the option works the same for the expandable folders in the details view. On the folders panel, behaviour has changed some time since 2019: drag targets never expand, regardless of the option. Previously they always expanded during drag (the opposite). So I would still say: this option affects only the details view even though standard drag behavior on the folder panel has also changed in those 7 years. My suggestion: Either move the option from "View | General" to "View | Details" because it affects only that (I think). Or keep it under "View | General" and change folder panel drag-expand accordingly. The subtle intention is probably that any settings option under "View" is meant to only affect any "file view", not any panel (like the folder panel). There are also "Interface | Panels" options which deal with that. If that really is the intention it escaped me back then. But that is for the PO to say.
