I also do not encounter the message "the user two actions want to use the same shortcut." with the current defaults. The problem arises when a user want to reuse a key as a shortcut that is used as a shortcut elsewhere. That can fixed by changing according to the user's wish the shortcuts I am sorry for making this bug a duplicate of another which i shouldn't have done, and you rightfully corrected me. I am marking this report as intentional. I think the issue does not exist anymore and further settings are available.
