DESCRIPTION
When running a KDE desktop where it is in a windowed interface (tested:
virt-manager using spice, VNC with krfb to TightVNC, RDP with krdp to MS RDP),
and a panel is set to "auto-hide", it will not trigger to pop up reliably.
STEPS TO REPRODUCE
1. Create a virtual machine running KDE Neon Testing (Sept 4, 2026), connect to
it with virt-manager using spice
2. Set the main panel (containing the task manager) to auto-hide
3. Move the mouse to the trigger area of the screen, i.e. all the way down
OBSERVED RESULT
The panel will not pop up, except in a rare luck case.
EXPECTED RESULT
The panel should popup when the mouse gets to the bottom (or top/side depending
where it is docked).

ADDITIONAL INFORMATION
This was tested in Ubuntu 22.04 with KDE 5 on X and the problem was not found.
The problem *was* found on Ubuntu 26.04.1 with KDE 6.6.6 on Wayland.
The attached video shows the problem (or lack of) on the two ubuntu versions.
Testing on the latest neon testing was identical to the newer ubuntu version
showing the problem.
