Okay, Update! I got it to reproduce reliably! I was even able to capture it
happening on video. 

Steps to reproduce:
1. Install Fedora 44 KDE Plasma Edition in a virtual machine, install it with
all default settings, then update it. 

2. Reboot the system. 

3. If not already set, set the display resolution to 1920x1080

4. Reboot again (maybe 2-3 times if it doesnt work)

Important notes:
 While I had my display resolution set to 1080p, Im unsure if this will be as
easily reproducible on other resolutions. 

 In the linked video below, I started recording on step 3. I had updated and
rebooted once. After i set display resolution I simply rebooted and was able to
reliable reproduce the issue on two additional fresh VMs.
