DESCRIPTION
I set the virtual keyboard to "none" from "plasma keyboard" in the system
settings. Every time I reboot, this setting goes back to "plasma keyboard"
instead of "none" and I have to disable it again.

STEPS TO REPRODUCE
1. Set virtual keyboard to "none"
2. Reboot computer
3. Check virtual keyboard

OBSERVED RESULT
Virtual keyboard reverts to "plasma keyboard"

EXPECTED RESULT
Virtual keyboard remains "none"

Operating System (available in the Info Center app, or by running `kinfo` in a
terminal window): Fedora Linux 44
KDE Plasma Version: 6.7.4
KDE Frameworks Version: 6.28.0
Qt Version: 6.11.1

ADDITIONAL INFORMATION
The "plasma keyboard" makes it so that holding certain keys down doesn't make
the key press repeat and thus makes it difficult to use vim
