I tested on a fresh user account with all default settings (100% scale, default Breeze theme, default layout, no customization at all), exactly as you suggested. Result: I can still reproduce. After dragging the Kickoff popup to a larger height and launching any application, the popup resets to the default height the next time it is opened (popupHeight/popupWidth in ~/.config/plasma-org.kde.plasma.desktop-appletsrc are overwritten). Environment: Manjaro Linux, Plasma 6.7.4, Frameworks 6.28.0, Qt 6.11.1, Wayland, single monitor 2560x1440 @ 100% scale. Same as in my original report.
