The issue seems to have been caused by a phantom panel being added to the
desktop. Once I removed this phantom panel, everything works fine now and I can
interact with the desktop normally again.

I have no idea why the phantom panel was added. It certainly wasn't me or any
hardware configuration change. I also have no idea why it would have made the
entire desktop uniteractible.

But removing the panel has completely solved the issue.
