DESCRIPTION
On Plasma 6.7.4 under Wayland, when a display is powered off and then restored,
mouse interaction enters a broken state. This occurs both after DPMS screen
power off and after suspend/restore.

In the broken state:
- Right-clicking the desktop does not produce the context menu.
- Clicking and dragging on the desktop does not produce the marquee selection
rectangle.
- Clicking an inactive application window does not reliably focus it.
- Task switcher and clicking app icons in the task manager panel widget still
activate windows.
- Restarting plasmashell does not fix the issue. Relogging does.
- Disabling and re-enabling any connected display with kscreen-doctor
immediately fixes the issue.

STEPS TO REPRODUCE
1. Start a normal Plasma session with more than one monitor.
2. Verify desktop right-click, selection, and click-to-focus work normally.
3. Suspend the session, then restore. Alternatively, lock the session and wait
for the displays to power off, then restore.
4. Test desktop and window mouse interaction.

OBSERVED RESULT
Desktop right-click, marquee selection, desktop icon interaction no longer
function, and direct mouse clicks do not reliably focus app windows.

EXPECTED RESULT
Mouse input and window focus function normally after display power cycle or
suspend/restore.

ADDITIONAL INFORMATION
Two DisplayPort monitors are connected. One is landscape and the other
portrait, but cycling either output fixes the problem, and kscreen-doctor
config is identical before and after issue reproduction. Both config outputs
(outputs-good and outputs-bad) are attached.

The following commands restore normal behavior immediately:
1. kscreen-doctor output.DP-2.disable
2. kscreen-doctor output.DP-2.enable

During one wake event, kwin logged: kwin_wayland: Failed to delay sleep: The
operation inhibition has been requested for is already running
